\"img_20161230_213233\"Ayer, la Diputaci\u00f3n de Val\u00e8ncia, por unanimidad y a propuesta de los grupos Val\u00e8ncia en Com\u00fa, Esquerra Unida del Pa\u00eds Valenci\u00e0, Comprom\u00eds y Partit Socialista del Pa\u00eds Valenci\u00e0, aprob\u00f3 una moci\u00f3n de apoyo a los derechos inalienables del pueblo palestino.<\/div>\n

En primer lugar, la moci\u00f3n recuerda el derecho a la libre determinaci\u00f3n del pueblo palestino, as\u00ed como a disponer libremente de sus riquezas y recursos naturales. Adem\u00e1s, recuerda las reiteradas violaciones de los Derechos Humanos cometidas por el Estado de Israel contra la poblaci\u00f3n palestina.<\/div>\n

En segundo lugar, la Diputaci\u00f3n declara a la provincia de Val\u00e8ncia Espacio Libre de Cr\u00edmenes de Guerra, incluyendo el crimen de apartheid; se suma a la campa\u00f1a Espacio libre de Apartheid Israel\u00ed (ELAI); y da su apoyo expl\u00edcito al movimiento internacional de Boicot, Desinversiones y Sanciones (BDS), una iniciativa de la sociedad civil palestina que busca la restituci\u00f3n de sus plenos derechos, reconocidos por la legislaci\u00f3n internacional, mediante la acci\u00f3n pac\u00edfica. El BDS est\u00e1 inspirado en el modelo de boicot que contribuy\u00f3 a derribar el r\u00e9gimen de apartheid en Sud\u00e1frica.<\/div>\n

En t\u00e9rminos pr\u00e1cticos, esta moci\u00f3n hace posible la inclusi\u00f3n de criterios \u00e9ticos relacionados con el cumplimiento de los Derechos Humanos y el derecho internacional en los pliegos de condiciones de todos los contratos administrativos, as\u00ed como en las bases y las subvenciones otorgadas por la Diputaci\u00f3n. La moci\u00f3n aprobada ayer implementa, por tanto, un mecanismo efectivo de acci\u00f3n que va m\u00e1s all\u00e1 de la mera declaraci\u00f3n de intenciones.<\/div>\n

El compromiso con los Derechos Humanos no puede ser una mera cuesti\u00f3n simb\u00f3lica; por el contrario, requiere de la implicaci\u00f3n efectiva de toda la sociedad y sus instituciones. Despu\u00e9s de meses de trabajo, desde el grupo BDS Pa\u00eds Valenci\u00e0 celebramos que la Diputaci\u00f3n de Valencia se haya decidido a pasar de las palabras a los hechos y reconocemos la valent\u00eda de los grupos pol\u00edticos que han dado este paso. Con la moci\u00f3n de ayer, son ya 60 las instituciones p\u00fablicas declaradas Espacios Libres de Apartheid Israel\u00ed y\/o adheridas al BDS en el Estado espa\u00f1ol, entre las que se encuentran ejemplos tan significativos por n\u00famero de habitantes como el Cabildo de Gran Canaria y la Diputaci\u00f3n de Sevilla, o los ayuntamientos de Badalona, C\u00e1diz, Gij\u00f3n-Xix\u00f3n y Santiago de Compostela. Animamos a que otras instituciones p\u00fablicas y de la sociedad civil se sumen a estas iniciativas por el cumplimiento del derecho internacional y los Derechos Humanos.<\/div>\n

Provincial Council of Valencia (Diputaci\u00f3n de Val\u00e9ncia) declared itself an Israeli Apartheid Free Zone.<\/div>\n

On the 29th of December, the Provincial Council of Valencia (Diputaci\u00f3n de Val\u00e9ncia) passed a motion supporting the inalienable rights of the Palestinian people. The resolution passed unanimously and was proposed by the political parties Val\u00e8ncia en Com\u00fa, Esquerra Unida del Pa\u00eds Valenci\u00e0, Comprom\u00eds and Partit Socialista del Pa\u00eds Valenci\u00e0.<\/div>\n

In the first place, the motion reminds the right of the Palestinian people to self-determination and the right to freely dispose of their natural wealth and resources. Moreover, reiterates the continuous violations od the Human Rights perpetrated by the State of Israel agains the Palestinian population.<\/div>\n<\/div>\n

Second, the Provincial Council declared the Province of Valencia ‘War Crimes Free Zone”,including the crime of Apartheid; adheres itself to the “Israeli Apartheid Free Zones”; and explicitly supports the international Boycott, Divestment and Sanctions (BDS) movement, a Palestinian-led initiative that seek the restitution of the rights of the Palestinian people, as recognized by international law, through non-violent action. The BDS is inspired in the boycott campaign that contributed to the end of the Apartheid regime in South Africa.<\/div>\n

In pratical terms, this motion allows the inclusion of ethical standards related with the enforcement of Human Rights and International law in the bid specifications of all the contracts of the institution, as well as in the bases for subsidies granted by the Provincial Council. The motion passed adopts an effective mechanism that goes beond the mere declaration of intentions.<\/div>\n

The commitment with the protection of Human Rights can not be limited to a simbolic issue; it requires the effective implication of all the society and its intitutions. After months of work, the group BDS Pa\u00eds Valenci\u00e0 welcome the fact that the Valencia Provincial Council decided to go from words to actions. We also recognize the courage of the political groups that took this step. With this new motion, there are already 60 public institutions that have declared themselves “Israeli Apartheid Free Zones” and\/or have adhere to the BDS movement in the Spanish State. We can find between them significant examples for the number of citizens that those institutions represent as Cabildo of Gran Canaria and Sevilla Provincial Council, as well as the municipalities of Badalona, C\u00e1diz, Gij\u00f3n-Xix\u00f3n and Santiago de Compostela. We encourage other public institutions and civil society organizations to join those initiative for the fullfiments of the International law and Human Rights.<\/div>\n

Hier, le Conseil provincial de Valence a approuv\u00e9 \u00e0 l’unanimit\u00e9 une motion d’appui aux droits inali\u00e9nables du peuple palestinien, lanc\u00e9e \u00e0 l’initiative des groupes Val\u00e8ncia en Com\u00fa, Esquerra Unida del Pa\u00eds Valenci\u00e0, Comprom\u00eds et le Partit Socialista del Pa\u00eds Valenci\u00e0.<\/div>\n

En premier lieu, la motion rappelle le droit \u00e0 l’auto-d\u00e9termination du peuple palestinien, ainsi qu’\u00e0 la pleine et libre disposition de ses richesses et ressources naturelles.\u00a0 De plus, elle rappelle les violations r\u00e9p\u00e9t\u00e9es des Droits de l’homme commises par l’\u00c9tat d’Isra\u00ebl contre la population palestinienne.<\/div>\n

En second lieu, le Conseil d\u00e9clare la province de Valence Espace Libre de crimes de guerre, incluant le crime d’apartheid; il adh\u00e8re par l\u00e0 m\u00eame \u00e0 la campagne Espace libre d’Apartheid isra\u00e9lien (ELAI) et donne son appui explicite au mouvement Boycott D\u00e9sinvestissement Sanctions (BDS), une initiative de la soci\u00e9t\u00e9 civile palestinienne qui vise la restitution de ses pleins droits, reconnus par la l\u00e9gislation internationale, par le biais d’une action pacifique. Le mouvement BDS s’inspire du mod\u00e8le de boycott qui contribua \u00e0 renverser le r\u00e9gime d’apartheid en Afrique du Sud.<\/div>\n

Concr\u00e8tement, cette motion permet \u00a0l’inclusion de conditions \u00e9thiques \u00a0relatives au respect des Droits de l’homme et du Droit international dans le cahier des charges de tous les contrats administratifs, comme des subventions accord\u00e9es par le Conseil provincial. La motion approuv\u00e9e hier met ainsi en oeuvre \u00a0un m\u00e9canisme effectif et concret qui va au-del\u00e0 de la simple d\u00e9claration d’intentions.<\/div>\n

L’engagement pour les Droits de l’homme ne peut \u00eatre qu’une simple question symbolique. Elle requiert au contraire une implication r\u00e9elle de toute la soci\u00e9t\u00e9 et des institutions. Au terme de plusieurs mois de travail, \u00a0le groupe BDS Pa\u00eds Valenci\u00e0 c\u00e9l\u00e8bre le passage des paroles aux actes r\u00e9alis\u00e9 par le Conseil provincial de Valence \u00a0et sait gr\u00e9 aux groupes politiques en question du courage d’un tel pas. Avec l’approbation de la motion d’hier, on d\u00e9nombre \u00a0d\u00e9sormais 60 institutions publiques d\u00e9clar\u00e9es Espace libre d’apartheid isra\u00e9lien et\/ou adh\u00e9rentes au BDS sur le territoire espagnol, parmi lesquelles des exemples aussi significatifs au regard du nombre d’habitants que la municipalit\u00e9 de Gran Canaria, le Conseil provincial de \u00a0S\u00e9ville ou les mairies de Badalona, C\u00e1diz, Gij\u00f3n-Xix\u00f3n et Saint-Jacques-de-Compostelle. Nous encourageons les autres institutions publiques et civiles \u00e0 se joindre \u00e0 cette initiative pour l’application du Droit international et des Droits de l’homme.<\/div>\n
