Hoy se da el primer paso en el camino hacia el embargo de armas a Israel.
- Es una gran noticia, aunque el trámite se puede demorar y no responde a la urgencia que hay en Palestina.

Hoy el Congreso de los Diputados da luz verde a que se debata en sede parlamentaria la reforma a la actual Ley sobre el control del comercio exterior de armas (Ley 53/2007), permitiendo, entre otras, que se imponga de manera automática un embargo de armas integral a Estados investigados por crímenes de guerra, de lesa humanidad o por crimen de genocidio, como es el caso de Israel.
Esta Proposición de Ley fue presentada en julio de 2024 a iniciativa de la Campaña “Fin al Comercio de Armas con Israel”, contando con el apoyo de más de 600 organizaciones de la sociedad civil y liderada por la RESCOP.
La votación ha contado con los votos a favor de la totalidad de grupos parlamentarios, a excepción de PP, UPN y Vox.
Este avance histórico no habría sido posible sin la movilización constante de la sociedad civil, que lleva meses exigiendo el fin de la complicidad con el genocidio en Palestina. La presión popular ha demostrado su fuerza durante estos 19 meses con concentraciones mensuales coordinadas en más de 100 ciudades a la vez, con más de 100.000 personas en las calles de Madrid el pasado 10 de mayo. Este incansable trabajo ha llegado incluso hasta el seno de las Naciones Unidas. ¡La presión funciona, y por eso debemos aumentarla!
El Congreso tiene la responsabilidad de avanzar en el trámite parlamentario y garantizar que España ponga fin al comercio de armas con un Estado genocida que vulnera sistemáticamente el Derecho Internacional y los Derechos Humanos.
La reforma que se plantea es más necesaria que nunca en un contexto de rearme global, de aumento de la militarización y de la violencia estructural en todo el mundo. Palestina es el ejemplo más doloroso de por qué necesitamos una legislación mucho más rigurosa y garantista con el cumplimiento de los derechos humanos. Es un paso importante, pero no es una respuesta urgente al genocidio contra el pueblo palestino.
El inicio del trámite parlamentario de esta ley es una gran noticia. Este trámite es sólo el inicio, puede demorarse mucho, y no tiene efectos inmediatos pese a la urgencia de la situación en Palestina. Por esto, exigimos al Gobierno que decrete inmediatamente un embargo integral de armas a Israel vía Real Decreto Ley. Pasar de las palabras a los hechos es la única opción.

No dejaremos de movilizarnos hasta conseguir que se acaben las importaciones, exportaciones, los tránsitos y el resto de formas de cooperación militar con Israel.

Today marks the first step towards an arms embargo on Israel.
- It’s a major development — but the legislative process can still be delayed, and it doesn’t respond to the urgency of the situation in Palestine.

Today, the Congress of Deputies gave the green light for parliamentary debate on a proposed reform to Spain’s Arms Trade Control Law (Law 53/2007). Among other things, this reform would allow for an automatic and comprehensive arms embargo on countries under investigation for war crimes, crimes against humanity or genocide — such as Israel.
The bill was introduced in July 2024 at the initiative of the “Stop Arming Israel” campaign, with the backing of more than 600 civil society organisations and led by RESCOP (the Spanish Network Against the Occupation of Palestine).
The vote passed with the support of all parliamentary groups, except for the PP, UPN and Vox.
This historic breakthrough would not have been possible without the tireless mobilisation of civil society, which for months has been demanding an end to complicity in the genocide in Palestine.
Popular pressure has shown its strength over these 19 months, with monthly coordinated protests in over 100 cities and more than 100,000 people on the streets of Madrid on 10 May.
This relentless work has even reached the United Nations. Pressure works — and that’s why we must keep it up.
Now, Parliament has the responsibility to move this legislative process forward and ensure that Spain stops trading arms with a genocidal state that systematically violates international law and human rights.
This reform is more necessary than ever in a context of global rearmament, rising militarisation, and widespread structural violence.
Palestine is the clearest and most painful example of why we need much stricter legislation to guarantee respect for human rights.
It’s an important step — but it is not the urgent response that the genocide against the Palestinian people requires.
The start of this legislative process is good news. But it’s only the beginning. It could take a long time, and has no immediate effect despite the urgency of the situation in Palestine.
That’s why we demand the government immediately impose a full arms embargo on Israel through a Royal Decree.
Turning words into action is the only option.

We will not stop mobilising until all imports, exports, transits and every form of military cooperation with Israel come to an end.
